Do you want to become a taxi driver?
Since November 10, 2023 (adoption of the Government decree), the procedure for obtaining the certificate of capacity referred to in Article 10 of the decree of October 6, 2022 has been simplified.
The driver candidate (m/f) no longer has to take and pass the qualification course (selection test) or prove that he has 2 years of experience as an LVC driver to obtain his certificate of competence.
The application for a certificate of capacity will be made on the basis of the following documents:

An extract from the criminal record issued in accordance with Article 596, paragraph 1 of the Code of Criminal Procedure dated less than three months ago attesting that the applicant meets the morality conditions referred to in Article 14, § 2 of the Ordinance of 9 June 2022 relating to taxi services. Since the profession of taxi driver is a regulated activity, the extract from the criminal record to access this activity is 596.1-28. This extract can be obtained via IRISbox (irisnet.be) if the candidate driver is domiciled in one of the 19 municipalities of the Brussels-Capital Region. Instructions for obtaining the criminal record extract on IRISbox: once logged in to your IRISbox profile, select “Criminal record extract” in the “Quick download” list and click on the “+ request another extract” button. You must then select the type of extract: 596.1-28 Taxi driver. The candidate driver can also go to their municipal administration to obtain the criminal record extract 596.1-28 taxi driver.

A document certifying minimum mastery of French and/or Dutch , which must reach at least level A2 of the Common European Framework of Reference (examples of valid documents: certificate of successful completion of the Selor language test, Brussels Training certificate, diploma equivalence, CEB, CESS, university diploma).

A copy of the Belgian or foreign driving licence authorising the candidate driver to drive a category B vehicle in Belgium and which he has held for at least two years at the time of submitting the application.

A valid medical certificate issued in accordance with applicable federal regulations unless a relevant statement appears on the candidate's driver's license.

If the candidate driver is a foreign national, the document authorizing him to work in Belgium.

An identity photo of the candidate driver (on a white background).

Payment of the fee referred to in Article 38, §1, 1°, b) of the decree of the Government of the Brussels-Capital Region of 6 October 2022 relating to taxi services for the examination of an application for a certificate of capacity: €75 per application for a certificate of capacity. Payment must be made when finalising the application on the regional platform. It is therefore not necessary to make a bank transfer beforehand.

The application for a certificate of capacity must be submitted via the regional platform (citizen community): https://crm.irisbox.brussels/citizen/s/. You must log in with your identity card or identify yourself with your Itsme account. Once on the regional platform, you must press the “my requests” button and then “create a request” entitled “Issuance of a certificate of capacity (taxi)”. Our database is currently being revised to adapt to this regulatory change. In order to allow you to complete your application for a certificate of capacity, you must imperatively select the “Recognition of LVC experience” option. Your file will be processed according to the new provisions.
Every 5 years from the date of receipt of his certificate of capacity, the driver must communicate to the Administration on his own initiative:
An extract from the criminal record (model 596.1.28)
Medical fitness certificate (or show the update on your driving license)
Recent color photo on a white background, ID card size. Your head must be shown in full and centered in the photo.
NB: If you are a foreign national, you must also provide the document authorizing you to work in Belgium.
